Clinical Staff Assessment
& Development Program

Performance-Based Development System
Performance-Based Development System (PBDS) is a customized competency assessment process that helps you enhance the skills you already have and develop new skills to meet the ever-changing demands in nursing.
How does PBDS work?
PBDS is an assessment process that evaluates your ability to perform in your job role as a nurse. There is no pass or fail associated with the assessment.
The intent is to identify developmental needs and customize an orientation just for you. PBDS is used within your orientation to evaluate your practice ability and identify key opportunities for your professional growth. Our Performance-Based Development System:
• Is based on evidence-based practice •
• Is driven by standards of safe practice •
• Has the largest national database of nursing competence

Performance Development
Excellence in Nursing Practice
PBDS supports a continuum of development, starting at orientation and assessment. You will continue to be offered educational and practice development opportunites throughout your career with Covenant Health.
Your professional growth will be supported by a clinical coach and development plan to help you be an effective clinician.
What does PBDS measure?
PBDS assesses and validates:
Critical Thinking — making the right clinical decision for the right reason.
- Problem recognition
- Risk and problem management
- Differentiation of priority vs. urgency
- Application of knowledge
Interpersonal Relations
- Conflict resolution
- Customer Satisfaction
- Team Building
How is my assessment performed?
During the first few days of orientation, your critical thinking and interpersonal skills will be assessed using PBDS. Though the assessment is computer-based, your computer skills are not being assessed. Ample time will be provided to complete the assessment.
Your completed assessment will be analyzed by an expert at the PBDS office. A recommendation for your customized orientation plan will be sent to an educational consultant who will assist you, your clinical coach and your nurse manager or supervisor to design a specific orientation and development plan for you.
While PBDS does not assess technical skills, you will experience both simulation assessment of key clinical skills as well as unit-specific checklists.
Technical Skills — are the skills performed:
- Safely?
- Effectively?
- Efficiently?
- Legally within the clinical role?
